CITY CLERK DUTIES

The City Clerk performs several duties.
As City Clerk, she

  • maintains orderly and accessible records of all City activities and transactions
  • provides for effective administration of city, state, federal and school elections
  • keeper of the City Seal
  • records the proceedings of the City Council
  • acts as the Pension Administrator
  • acts as the Purchasing Agent
  • Freedom of Information coordinator
To record the proceedings of the City Council, the Clerk must

  • attend all City Council meetings
  • record the action taken by the Council
The minutes of the City Council are the only legal record of the action taken by the City Council and are maintained forever. All minutes are kept pursuant to the Michigan Open Meetings Act, as amended. All City records (contracts, bid information and financial data) are maintained according to the recommended State of Michigan record retention schedule.

Pursuant to the Michigan Freedom of Information Act, the City Clerk receives and responds to all requests for information filed with the City.

Elected Positions in the City of Grand Blanc

The Mayor of the City of Grand Blanc is elected in November of odd numbered years for a four (4) year term and the Mayor is elected at large. The six (6) Councilmen are elected in November of odd numbered years for staggered four (4) year terms and are elected at large. The two (2) Board of Review members are elected in November of odd numbered years for two (2) year terms and are elected at large. The City of Grand Blanc does not have a primary election.

Becoming A Candidate

Requirements for running for office in the City of Grand Blanc are as follows:

  • You must be at least 18 years of age.
  • You must be a United States Citizen.
  • You must be a Registered Voter in the City of Grand Blanc.
Procedure for filing for candidacy is as follows:

  • You must obtain a petition from the City Clerk at City Hall. This action technically labels you as a candidate.
  • You must collect signatures of 20 Registered Voters of the City of Grand Blanc.
  • You must file by the 7th Monday prior to the odd-year November election date unless otherwise directed by the State of Michigan.
  • You must file a notarized "Statement of Identity" which requires information that includes name, address, phone number and whether or not you have changed your name within the last 10 years.
  • You must file a "Statement of Organization" with the Genesee County Clerk - Election Division.
